In the 50's, then President Miguel Alemán built a hydroelectric dam and submerged a large area of eastern Oaxaca. In a few years as the waters rose, valleys behind the dam were inundated and mountain tops became islands. Fishing became a new way of life for the people of this area. The dam has so far been a success. It controls flooding of the Rio Papaloapan and the wetlands of Veracruz.
